Cheaper Apple iPhone 4 with less memory rumored to be on the way

Apple is rumored to be working on building a low cost version of the iPhone 4 that will feature 8 gigabytes of memory. Is any of this surprising? Not in the least, because Apple has already done this in the past with the iPhone 3GS.
