But experts agree that Ryan's plan would indeed reduce funding to programs that assist millions of low- and middle-income Americans; as the Center on Budget and Policy Priorities (CBPP) has noted, Ryan's plan includes reductions in Supplemental Nutrition Assistance Program (SNAP) funding that alone would "necessitate ending assistance for millions of low-income families.
