The OPEC "Deal": A Paper Tiger Without The Paper?

Let's face it: OPEC's past tells us that this is a group of countries that seldom has been ableor willing to limit themselves for very long to the group's supposedly agreed-to quotas. It's hard to see why we should be optimistic that this time would be any different in that regard. In fact, given that the deal is not to be finalized until OPEC's next scheduled meeting in November, there is a degree of likelihood that it could all fall apart before any ink is put to paper.
