Rain could put damper on SF’s Hardly Strictly Bluegrass festival A heat wave that brought people out to the beach last Sunday will soon be a distant memory as temperatures cool off to a high of just 58 this Sunday with a 20 percent chance of rain in the city for the first time in five months. The rain is expected to arrive around midday Sunday, the last day of the three-day Hardly Strictly Bluegrass festival, one of the country’s biggest music events that draws tens of thousands of people annually to Golden Gate Park.
