Family asks for murder charges in Sacramento police shooting

The family of a mentally ill man killed by Sacramento police demanded Monday that federal officials open a civil rights investigation and that murder charges be brought against a pair of officers who were caught on video trying to run over the man moments before fatally shooting him. The deadly July 11 encounter happened shortly after callers told 911 dispatchers that a man — later identified as Joseph Mann, 50, who was homeless at the time — was acting erratically and had a gun in his possession.
