It looks like Warner has fixed Mortal Kombat X on PC

Publisher Warner Bros. has gone some way to repairing its shattered reputation on Steam by fixing the PC version of Mortal Kombat X. Back in January, Warner was accused of abandoning customers who bought Mortal Kombat X on PC after it confirmed key downloadable content would not be released for that version of the fighting game. At the time, NetherRealm community manager Tyler Lansdown said Mortal Kombat XL and Kombat Pack 2 would be available on PlayStation 4 and Xbox One only.
