Rio security chief resigns amid spike in violence

The security chief for the Brazilian state of Rio de Janeiro, Jose Mariano Beltrame -- the architect of a controversial "pacification" plan for impoverished neighborhoods -- resigned Tuesday amid a spike in violent crime. Beltrame told acting governor Francisco Dornelles he would stand down after the second round of local elections on October 30, the state government said.
