AUSTIN — Geostellar Inc. CEO David Levine has the kind of South By Southwest success story of which startup founders dream. He launched the company at SXSW in March 2013 and also signed his first customer there. Now the business, which is based in Washington, D.C., is growing steadily — it announced Tuesday the completion of a $7 million funding round led by Dallas-based Matador Ventures.
