A Double Tax on Streaming Video?

According to this story, officials in several dozen California cities are thinking of imposing a tax on video streaming platforms such as Netflix and Hulu. And it would be a good guess that officials in other places are also thinking about the same thing. In California, the proposal is to subject video streaming to a tax already in place that applies to cable television.
