The NFL still has a penalty problem

Monday night's crew got crazy with the flags. Some crews leave it in their pockets. It makes things confusing. The New York Jets and Arizona Cardinals got caught in penalty vortex. There were 23 flags in Arizona's win over New York, and that wasn't the most penalized game this season. The NFL still has officiating issues. Jerome Boger's crew called that game, and he runs the penalty happy crew in the NFL, averaging 20 flags per game.
