Brazilian public security 'broken:' minister

Brazil's defense minister said Wednesday that the country's public security system is "broken" as gunmen fought with officers in a huge Rio de Janeiro slum, shutting down a major highway. "The system is broken and what we are seeing today is not only because of the breakdown of this system, of the system's design, but for many other reasons," he said in a speech in Rio, Agencia Brasil reported.
